This Bill was debated with the Constitution (Amendment) Bill, 2006 and the Police Service Bill, 2006.
This Bill required a special (three-fifths) majority in both Houses in order to be passed and was passed by a margin of 29 to 0 in the House of Representatives and by a margin of 27 to 0 in the Senate. The Act was proclaimed on 1 January 2007 [Legal Notice 329 of 2006]
