Call for Submissions – JSC on the Anti-Terrorism (Amendment) Bill, 2018

The Joint Select Committee on the Anti-Terrorism (Amendment) Bill, 2018 is calling for comments on the Bill.

The purpose of the Anti-Terrorism (Amendment) Bill, 2018 is to amend the Anti-Terrorism Act, Chap. 12:07 which criminalizes terrorism and provides for, inter alia, the detection, prevention, prosecution, conviction and punishment of terrorist activities and the confiscation, forfeiture and seizure of terrorists' assets.

The Bill seeks to make it a punishable offence to: 

  • collect or provide property to commit terrorist acts;
  • support or solicit support for a terrorist act, the commission of a terrorist act, a terrorist organisation or a listed entity;
  • recruit a person to participate in the commission of a terrorist act;
  • join a terrorist organisation;
  • instruct or train a child for the purpose of engaging in a terrorist act;
  • knowingly agree to provide instruction or training in carrying out a terrorist act;
  • attend or receive training to commit a terrorist act; and
  • travel for the purpose of committing a terrorist act.

The Bill also seeks to amend the following offences:

  • committing a terrorist act; and
  • provision of services in the commission of terrorist acts.

The Committee is inviting members of the public to submit comments on the Bill which is available on the Parliament's website at www.ttparliament.org.
